LSTM Inaugural Lecture - Health Systems in Limited Statehood Areas: Stretching the Boundaries of Health Governance

In recent decades, our understanding of statehood has undergone significant changes, with numerous examples challenging the conventional model of ‘modern sovereign state’. Intense conflicts globally have led to the emergence of regions characterised by limited statehood, where state capacities and presence are severely weakened, and the ability to deliver services to millions of displaced populations is compromised. These dynamics have often resulted in the rise of de facto authorities controlling large areas, leaving vulnerable populations – including internally displaced people (IDPs) – trapped within regions of limited statehood, such as Northwest Syria, Gaza, and Myanmar.

The ‘traditional’ design of health services and broader health systems, which assumes the presence of an efficient, centralised government, is no longer universally applicable in such a context.

About the Speaker: Professor Fouad M. Fouad is a Social Sciences and Global Health Professor at Liverpool School of Tropical Medicine

Fouad has extensive research on migration and health, focusing on multidisciplinary approaches to forced displacement, health systems in humanitarian settings, and the political economy of health in protracted crises.

In the last decade, Fouad has worked as a professor of Public Health at the Faculty of Health Sciences at the American University of Beirut, Lebanon. He was also the IDRC Chair of the Forced Displacement Program in the Middle East and the Co-Director of the Refugee Health Program at the Global Health Institute. He served as a commissioner in the UCL-Lancet Commission on Migration and Health (2018) and is currently a commissioner in the Lancet Commission on Health, Conflict, and Forced Migration.

Professor Fouad's lecture will last approximately 45minutes followed by a 15minutes Q&A. Guests will be welcomed to attend a networking reception after the lecture.

Due to the capacity of the venue, space within the main room is limited and guests will be seated on a first come first served basis. The lecture will also be live streamed at the venue if we exceed capacity.
